In Phoenix the Ductwork Usually Decides It

The biggest specification decision on most homes we see across Phoenix, Scottsdale, Tempe, Mesa and Chandler is whether to insulate at the attic floor or seal at the roof deck. It is not a matter of preference or budget tier. It depends almost entirely on where the heating and cooling ductwork runs.

In this metro the answer is usually the attic. If your ducts are up there in extreme summer heat, insulating the floor underneath them does nothing at all for the air traveling through them. If your ducts are not up there, the cheaper conventional approach is often exactly right. That is a question somebody has to answer in the building.
